When Static SQL goes down the wrong (access) path (F01)

Static SQL presents special issues for Optimization (different from Dynamic!) To manage the few (but significant) DB2 access paths that perform badly, DST relies on an "SQL Repository", integrating per-SQL performance data with package TEXT and EXPLAIN. This enables a meaningful access path switch report for REBINDs. Longer-term, we are escalating persistent issues such as range predicates and "unstable" access paths.
