Try with RLFFUNC = 7 and not RLFFUNC = 6.

I'm trying to turn on the Resource Limit Facility (governor) and it
doesn't seen to be working. The table and index has been
created with all of the additional columns. A -START RLIMIT
has been issued and from the looks of it it should be working.
The only row I have added only has my AUTHID and a ridiculously
low ASUTIME, just to make sure it works. I've tried using
SPUFI, QMF, and DB2 Connect. We're on DB2 V5.1 OS/390.

Any idea on what the problem is?

Is your ID by any chance a SYSADM?
SYSADM is exempt from the governor.

Actually a SYSADM ID is not exempt from the governor if the Resource
Limit is set for that ID. I have SYSADM on my ID and use it to test
various resource limits before I turn them on globally or to other IDs.
This is how I tell that the values that I set are correct.

Install SYSADM id's are exempt from the RLF.
