DB2/MVS connect processin

DB2/MVS connect processin
I am using DB2 V4 for MVS, RACF secondary authids. I have UNIVERSAL
ACCESS=NONE for my DB2P.BATCH profile. I am using the sample exit
programs. I expected a SQL error for a user not authorized to this
profile but anyone seems to be able to connect to DB2 from batch job.
Our RACF person says everything seems to be OK from the RACF side.

Any ideas?

Does User(*) have READ Access? This means anyone that has access to the mainframe has read access to the DB2P.BATCH file.
