Locking SKPT while a RUNSTATS is terminating ?
Collegues,

unfortunately we've done a -TERM UTIL(RUNSTATS). The utility has been in a
terminating state for a long, long time.....

And during this time it seems that the utility locks the Skeleton Package
Table (SKPT) - no one could do a BIND PACKAGE during this time.

We understand that RUNSTATS is updating a lot of catalog tables. But what is
a terminating RUNSTATS utility doing with the SKPT ?
