It's about as easy to write a DBA job discription from the request as to write one for a CEO.
In both cases it is easier to build a high performace best selling motor vehicle from the raw materials is a square yard of undeveloped desert property with no tools or capital.

Here are a small percentage some of the missing issues ....
a.. Staff function to which of the following with good definition
a.. Applications
b.. Operations
c.. Systems
d.. Planning
b.. Data base design
a.. Logical
b.. Physical
c.. Applications
c.. Agility vs Discipline
ie deliverables on demand or when one can get to them
well planned / documented or seat of the pants
d.. 24x7 or more restrictive
e.. DB2 only?
No Oracle, Flat files, VSAM, EXCEL, ACCESS, SQL server, RYO etc
f.. Mainframe only?
g.. SQL responsibilities (Some DBMS' don't use SQL by the way)
a.. DDL
b.. DCL
c.. DML
h.. Network
What role in IP port assignment
i.. Security
a.. Internal DB2
b.. external (DB2 data sets for example)
c.. Auditing

Some DBA's just do DDL utilities and related jobs
Some don't even do that much (Utilities only for example)
Some might just code the utility some might just support them on call operationally.
There have been months of discussion on this list as to "Should a DBA have SYSADM authority" This type of discussion has even impacted vendor internal DB2 design considerations such as (SYSADM vs SYSCNTL) (DBADMIN vs DBCNTL)

Given the lack of focus, history, motivation (other than helping the boss) etc in the original request the best starting point is
Work with data bases as assigned
Other duties as assigned.

Personally I thought the situation called for some humor.
I too, hope it helps.

Could do more with the old job description and a discloser as to what is wrong with it plus some supporting information.
For example if the problem is does not meet HR's formatting and content requirements for a job description the response might be different than Does not justify compensation level.

Just a wild guess as to what is going on with this question ...
Jr Manager gets an annual request to review job descriptions for direct reports to insure they still fairly reflect responsibilities.
Misunderstanding plus desire for over achievement kicks in and project morphs into rewrite job description. Considerable effort and stress will result before original requirement is understood. Too the extent that my guess is true this is the advice in high to low priority sequence
Don't take things too seriously (hence some humor)
How did the job description fail last year?
What new organizational and business restructuring is expected this year that might impact current job descriptions?
It is also possible that the morphed request has nothing at all to do with job description but rather has to do with individual career management. Often companies prepare plans for there employees as to how they are going to progress in there position and in the company.
