DB2v8 z/OS install

DB2v8 z/OS install
I'm getting a headache looking at this. I had to reinstall DB2 on a test
system, and when I got to the end, I found that my chosen XX.RUNLIB.LOAD
dataset was empty. I've been looking all day. Which job populates that?

Installation job DSNTIJTM assembles and links DSNTIAD into RUNLIB.LOAD.
The IVP jobs (DSNTEJ*) put more stuff in it. I consider DSNTEJ1, 1L,
2A, and 2C to be the bare minimum.
