Does anyone know what "Other Service" class 3 suspension (part of service
task switch) is made up of?

This can change by versions as more fields were split out when they became
significant. The most common situation in V8 is on DB2 requester systems,
the amount of time waiting for requests to be returned from either VTAM or
TCP/IP, including time spent on the network and time spent handling the
request in the target or server systems (OTHER SERVICE).
