the problem is not the XMLCONCAT, I simply forgot to skip the CLOB and the
XMLDECLARATION part.

And no, one does not need the XMLCONCAT in this particular case (only one
element node), but I think it's just good practice to use it. Makes it more
flexible for updates on the XML document (easier to insert an extra node
etc.).
