RRF enablement v9.1 z/OS
If you are referring to the DSNZPARM keyword RRF=ENABLE, it was added by
APAR PK87348.... the PTF for that APAR became available October 2009...

In addition to activating the evolving zparm I recommend a detailed study of IBMLINK to ensure that the relevant maintenance is on your system.
RRF has had quality issues that may now behind it. I would double check.
