Does anybody knows the dirence betwen DB2 VUEW and And DB2 9 MLC, and if so how you enable the VUE feture in ver 9 MLC.

These are different ways of licensing DB2. DB2 VUE is a one time charge model, with separate service and support charges. Only some specific workloads qualify, and you can't generally change from one license model and another. Here is a quick explanation.
