DB2 12 REXX RC=1 on DB2 DSNREXX PREPARE statement

DB2 12 REXX RC=1 on DB2 DSNREXX PREPARE statement
We have a REXX program that started failing on the two subsystems that have been migrated to DB2 12 z/os
The following DSNREXX call used to get a RC=0 but now gets a RC=1
address DSNREXX "EXECSQL PREPARE S40 FROM :SQL"

Added code to handle the non 0 RC and the call itself still works and gets an SQLCODE=0 even though the RC from the REXX function is now a 1.
